Safe cycling campaign to launch

Police will hold a citywide safe cycling campaign from November 23 to 29, taking stringent enforcement action on cyclists disobeying road rules.

Police today reminded cyclists they are subject to the Road Traffic Ordinance and must obey all traffic laws.

Between January and October, there were 2,180 traffic accidents involving bicycles, resulting in 2,054 cyclist casualties. The figures are up 13% and 14% on last year. Nine cyclists died in traffic accidents in the first 10 months of this year, seven less than in the same period last year.

Common cycling offences include failing to comply with traffic signs or road markings, riding on the footpath, carrying another person, carrying any animal or article which obstructs the cyclist's view, and riding without lights.

Scientists describe elusive replication machinery of flu viruses

ScienceDaily (Nov. 21, 2012) ? Scientists at The Scripps Research Institute (TSRI) have made a major advance in understanding how flu viruses replicate within infected cells. The researchers used cutting-edge molecular biology and electron-microscopy techniques to "see" one of influenza's essential protein complexes in unprecedented detail. The images generated in the study show flu virus proteins in the act of self-replication, highlighting the virus's vulnerabilities that are sure to be of interest to drug developers.

The report, which appears online in Science Express on November 22, 2012, focuses on influenza's ribonucleoprotein (RNP). RNPs contain the virus's genetic material plus the special enzyme that the virus needs to make copies of itself.

"Structural studies in this area had stalled because of the technical obstacles involved, and so this is a welcome advance," said Ian A. Wilson, the Hansen Professor of Structural Biology at TSRI and senior author of the report with TSRI Professors of Cell Biology Bridget Carragher and Clint Potter. "The data from this study give us a much clearer picture of the flu virus replication machinery."

Unveiling the Mystery of RNPs

At the core of any influenza virus lie eight RNPs, tiny molecular machines that are vital to the virus's ability to survive and spread in its hosts. Each RNP contains a segment -- usually a single protein-coding gene -- of the RNA-based viral genome. This viral RNA segment is coated with protective viral nucleoproteins and has a structure that resembles a twisted loop of chain. The free ends of this twisted loop are held by a flu-virus polymerase enzyme, which handles the two central tasks of viral reproduction: making new viral genomic RNA, and making the RNA gene-transcripts that will become new viral proteins.

Aside from its importance in ordinary infections, the flu polymerase contains some of the key "species barriers" that keep, for example, avian flu viruses from infecting mammals. Mutations at key points on the enzyme have enabled the virus to infect new species in the past. Thus researchers are eager to know the precise details of how the flu polymerase and the rest of the RNP interact.

Getting those details has been a real challenge. One reason is that flu RNPs are complex assemblies that are hard to produce efficiently in the lab. Flu polymerase genes are particularly resistant to being expressed in test cells, and their protein products exist in three separate pieces, or subunits, that have to somehow self-assemble. Until now, the only flu RNPs that have been reproduced in the laboratory are shortened versions whose structures aren't quite the same as those of native flu RNPs. Researchers also are limited in how much virus they can use for such studies.

The team nevertheless managed to develop a test-cell expression system that produced all of the protein and RNA components needed to make full-length flu RNPs. "We were able to get the cells to assemble these components properly so that we had working, self-replicating RNPs," said Robert N. Kirchdoerfer, a first author of the study. Kirchdoerfer was a PhD candidate in the Wilson laboratory during the study, and is now a postdoctoral research associate in the laboratory of TSRI Professor Erica Ollmann Saphire.

Kirchdoerfer eventually purified enough of these flu RNPs for electron microscope analysis at TSRI's Automated Molecular Imaging Group, which is run jointly by Carragher and Potter.

Never Seen Before

The imaging group's innovations enable researchers to analyze molecular samples more easily, in less time, and often with less starting material. "We were able, for example, to automatically collect data for several days in a row, which is unusual in electron microscopy work," said Arne Moeller, a postdoctoral research associate at the imaging group who was the other first author of the study.

Electron microscopes make high-resolution images of their tiny targets by hitting them with electrons rather than photons of light. The images revealed numerous well-defined RNP complexes. To Moeller and his colleagues' surprise, many of these appeared to have new, partial RNPs growing out of them. "They were branching -- this was very exciting," he said.

"Essentially these were snapshots of flu RNPs being replicated, which had never been seen before," said Kirchdoerfer. These and other data, built up from images of tens of thousands of individual RNPs, allowed the team to put together the most complete model yet for flu-RNP structure and functions. The model includes details of how the viral polymerase binds to its RNA, how it accomplishes the tricky task of viral gene transcription, and how a separate copy of the viral polymerase assists in carrying out RNP replication. "We're now able to take a lot of what we knew before about flu virus RNP and map it onto specific parts of the RNP structure," said Kirchdoerfer.

The new flu RNP model highlights some viral weak points. One is a shape-change that a polymerase subunit -- which grabs viral RNA and feeds it to the polymerase's active site on a second subunit -- has to undergo during viral gene transcription. Another is key interaction between the polymerase and viral nucleoproteins. Flu RNPs are long and flexible, curving and bending in electron microscope images; and thus the structural model remains only modestly fine-grained. "You wouldn't be able to design drugs based on this model alone," said Kirchdoerfer, "but we now have a much better idea of how flu RNPs work, and that does suggest some possibilities for better flu drugs."

The study, "Organization of the Influenza Virus Replication Machinery," was funded in part by grants from the National Institutes of Health (AI058113, GM095573) and the Joint Center for Innovation in Membrane Protein Production for Structure Determination (P50GM073197). (AP) ? As the Big East was being picked apart, Rutgers was looking for a way out and a new place to show off a football program that has been resurrected in the past decade.

Not only did Rutgers find that escape hatch, the Scarlet Knights ended up in one of the most desirable neighborhoods in college sports.

Rutgers joined the Big Ten on Tuesday, leaving the Big East behind and cashing in on the school's investment in a football team that only 10 years ago seemed incapable of competing at the highest level.

The move follows Maryland's announcement a day earlier that it was heading to the Big Ten in 2014. The additions give the Big Ten 14 schools and a presence in lucrative East Coast markets.

Rutgers announced its decision Tuesday at a campus news conference attended by Big Ten Commissioner Jim Delany, Rutgers President Robert Barchi and athletic director Tim Pernetti.

"The Big Ten is really where Rutgers belongs," Barchi said. "This is not just a good fit for us athletically, it's a good fit for us academically and as an institution."

Rutgers has been competing in the Big East since 1991. But the league has been torn up by conference realignment, losing three key members last year.

Pernetti had insisted all along that Rutgers would land on its feet, that being a member of the prestigious American Association of Universities and residing in the largest media market in the country meant the school wouldn't be cast aside as the landscape of college sports changed.

The Scarlet Knights landed in the best possible spot. A spot that seemed unthinkable a decade ago when Rutgers football was a Big East cellar-dweller.

"It's a transformative day for Rutgers University, and transformative in so many ways," Pernetti said. "This is about collaboration at every level, the perspective the Big Ten institutions have, the balance between academics and athletics, proving over decades and decades that athletics at the highest level and academics at the highest level can coexist. It's the perfect place for Rutgers."

Rutgers left its entry date ambiguous, though clearly the Big Ten and the school would like it to line up with Maryland's.

The Big East requires 27 months' notification for departing members. The Scarlet Knights will have to negotiate a deal with the Big East to leave early, the way Pittsburgh, Syracuse and West Virginia have done.

"Although we are disappointed that Rutgers has decided to leave the Big East Conference, we wish them well," Big East Commissioner Mike Aresco said in a statement.

In an interview later, Aresco said the conference would survive. "We'll move judiciously to replace Rutgers, but we had already changed from the small, Northeast model," he said. "We're a national conference now. We became a bigger and better football conference."

The Big East is trying to rebuild itself as a 12-team football league next season, with the addition of Boise State and five other schools. Now the conference is again on the defensive. Connecticut or Louisville could be next to go with the ACC looking to replace Maryland.

Aresco said he had been in touch with the newcomers and they were still on board. He declined to speculate on other members leaving.

Whenever Rutgers enters the Big Ten, it will be the culmination of one of the most remarkable turnarounds in college sports.

In 2002, the Scarlet Knights football team went 1-11 under second-year coach Greg Schiano.

The team steadily improved under Schiano as the university made the huge financial commitment necessary to support major college football.

Facilities were upgraded, the on-campus stadium was expanded and as Schiano started to win, his salary rose into the millions. Not everyone on campus embraced the idea of turning Rutgers into a big-time football school, and it did come with a price.

The expanded and renovated stadium cost of $102 million. The school had hoped to raise the money through private donors, but fell short. Rutgers scaled back plans for the expansion and issued bonds and borrowed money to complete the project.

In 2006, the school had to cut six varsity sports. As the football team has become a consistent winner ? Rutgers has gone to a bowl six of the last seven years ? the athletic department has received tens of millions in subsidies from the university.

Schiano left for the NFL last year, and Rutgers hired longtime assistant Kyle Flood, who has the Scarlet Knights poised to take make another big step. No. 21 Rutgers (9-1) is in position to win its first Big East championship and go to a BCS game for the first time.

In the Big Ten, the revenue Rutgers receives from the league's television and media deals should triple in the short term and could be even more than that in years to come.

The Big Ten reportedly paid its members about $24 million last year, though new members generally do not get a full share immediately. The Big East's payout to football members last year was $6 million.

In exchange, the Big Ten gets in Rutgers a member in the largest media market in the country, which should make the Big Ten Network even more valuable.

"You know, it was a factor," Delany said of the New York TV market. "I think it's been a factor that's been a little overplayed to be honest with you."

Losing access to that market is yet another blow to the Big East. The conference is again facing an uncertain future and at the worst possible time. The Big East is trying to negotiate a crucial new television contract.

With the Big East on shaky ground, there has been speculation that Boise State and San Diego State could renege on their commitments to the Big East and stay in the Mountain West.

Both schools on Tuesday publicly stated they had no plans to bail on the Big East.

"I can say the Big East took a hit," San Diego State athletic director Jim Sterk said during a weekly press conference streamed on the Internet. "It may take some others, but I can tell you the league will continue to be strong. ... I'm excited about the future and wanted to make sure that was clear and on the direction San Diego State University was taking."

For the first time in 86 years, the Macy's Thanksgiving Day Parade next week will not pass through Times Square. The new route along Sixth Avenue is causing consternation for businesses in Times Square, particularly hotels that are missing out on higher room rates, and jubilation for those who now have a view of the giant balloons and fantastical floats. Since 2009, when Macy's decided to alter the Parade route because of the addition of pedestrian plazas in Times Square, the Parade has traveled down Seventh Avenue and crossed over to Times Square finishing on Sixth Avenue. This year it will turn right from Central Park South on to Sixth Avenue where it will make a bee line to Herald Square. The Times Square Alliance, a business improvement district, has fought the change. "We will take the temperature of businesses after the Parade this year," said a spokeswoman for the Alliance, "but our assumption is that many of them will still want to advocate for the Parade returning to Times Square in future years." There are 11 hotels with 8,332 rooms in Times Square that are missing out this year compared with six hotels with 3,055 rooms along the Parade route on Sixth Avenue, according to the Alliance. Of course, those six hotels couldn't be happier. UMBC tops ODU, advances to face UNC in NCAA Soccer Tournament

Norfolk, Va.- The UMBC men?s soccer team advanced to the second round of the NCAA College Cup as the Retrievers played Old Dominion to a 0-0 double overtime draw, but advanced, 4-2, in penalty kicks.

UMBC is now 11-4-6, while Old Dominion?s season comes to an end at 11-3-3.

UMBC junior goalkeeper Phil Saunders (Perry Hall, Md./Perry Hall) played the starring role for the second consecutive game, stopping a pair of penalty kicks.

After senior Milo Kapor (Toronto, Ont./Emily Carr) converted the first kick, Saunders saved ODU goalkeeper Victor Fracoz? attempt. ?UMBC?s Mamadou Kansaye?s (Baltimore, Md./McDonogh) and Monarchs? forward Chris Harmon matched successful kicks,? but UMBC senior back Liam Paddock?s (Worcestershire, England) attempt was saved by Francoz.

But on ODU?s tying attempt, Saunders again dove to his right and stopped the effort of Jordan LeBlanc. Both UMBC?s Kadeem Dacres (Rosedale, N.Y.) and ODU?s Ivan Militar converted, setting up Retriever senior Dave Vaeth (Dundalk, Md./Patapsco) for the game-winning opportunity. Vaeth buried his attempt into the upper left corner of the goal, setting off a wild celebration by the visitors.

UMBC will advance to the second round for the second time in three years and will compete at defending national champion North Carolina in Chapel Hill, N.C. at 5:00 p.m. on Sunday.

UMBC junior forward Pete Caringi III (Perry Hall, Md./Calvert Hall) was unable to start and played only the final 26 seconds of regulation and final 20 seconds of overtime after a free kick opportunities. Caringi suffered an ankle injury early in the America East championship game vs. UNH and did not return.

The first half was evenly-played, as both teams managed only three shots each. The Monarchs? best opportunity was their first, as Gideon Asante hit a shot wide right from eight yards out in the 18th minute. UMBC?s best chance came late in the half, as Dacres hit a rising shot from 17 yards out on the left wing which went over just the crossbar.

In the second half, Kansaye?s 50-yard free kick had to be parried over bar, giving UMBC its first corner of the match in 58? The Retrievers attempted four corners in the second stanza, but the best chance, an Oumar Ballo (Baltimore, Md./Archbishop Curley) header in the 59th minute went wide of the near post.

Old Dominion outshot UMBC, 10-6. Saunders and Francoz both made three saves in 110 minutes of play. Saunders recorded his fourth consecutive shuout.

Internet Calls Spur Clash Over Talking in the Air | Mobile Tech Today

A new battle is underway about whether airline passengers should be making calls and chattering away during flights.

Cellphone calls are prohibited in the air. But fliers increasingly are carrying smartphones and tablet Relevant Products/Services computers on flights. And airlines increasingly are equipping their planes with broadband access. The combination allows passengers to log on and talk to people over Internet calling services such as Skype.

And it's set the stage for an argument over whether any calls should be allowed, as the Federal Aviation Administration studies whether to expand passengers' use of electronic gadgets in the air.

On one side, groups that represent the electronics and telecommunications industry say that Internet calls are as easy as streaming movies and that passengers should be allowed to make them. On the other, flight crews and many passengers oppose more noisy distractions in the cabin.

"This is an issue that clearly is not going away," says Corey Caldwell, a spokeswoman for the Association of Flight Attendants-Communications Workers of America.

The Federal Communications Commission bans cellphone calls on planes to avoid interference with ground networks. But airlines can allow use of electronics such as tablets and smartphones above 10,000 feet, after showing the FAA that they don't interfere with aircraft equipment.

About 300 planes have broadband access, and 7,000 are expected in the next five years, according to the Consumer Electronics Association. Airlines offering service include Alaska, American, Delta, Southwest, United and US Airways. Delta and Southwest prohibit voice calls as part of their service, which Southwest says is due to the shared environment.

The Telecommunications Industry Association argues that the FAA shouldn't dictate which uses are allowed on the Internet, such as allowing streaming movies while prohibiting Skype calls.

"We wouldn't want a government regulation to pick a winner or loser among technologies, which should be allowed to compete," says Brian Scarpelli, the association's senior manager for government affairs.

The FAA currently doesn't prohibit Internet calls, termed VoIP or "Voice over Internet Protocol" calls. And if an airline wants to allow them, the FAA requires procedures for how flight crews deal with electronics and announcements for when passengers can use the devices.

While calls remain contentious, personalized entertainment is popular among the comments that the FAA has collected the last two months as it considers what devices it will allow and how they should be used in the air.

Flight attendants say electronic devices -- especially voice calls from passengers -- distract from safety lectures and disturb other travelers. (continued...)

Professor Nguyen Xuan Han from Vietnam National University ? Hanoi, said that the country?s investment in education is quite high, accounting for 20% of the state budget in 2007, a rate much higher than the figures of several developed countries, including the US 7.2%, France 6.1%, Japan 4.7% and China 12%.

Last year, total spending on education represented nearly 10% of the nation?s GDP, equivalent to USD12 billion, including USD7 billion from the state budget.

Han noted that the inadequacies and backwardness of the country?s education were obvious at a tertiary level.

The number of universities and colleges nationwide has reached around 500 and the figure was set to climb to 576 schools with a total of 4.5 million students by 2020.

This indicates a quintupling in the number of schools and a 13-fold rise in the number of students compared to the figures of 1987. However, the number of lecturers had only tripled during the period, he said.

The rapid development of new schools has stemmed from increasing demand of the national economy. Worse still, tertiary education is relatively low in quality, resulting in graduates failing to meet requirements of the international labour market.

?It would be terribly wasteful to train human resource that could not meet market demand,? he emphasised.

Han cited a saying by a professor from Harvard University that failures in the education system not only restricted national development but fostered social inequity.

According to him, the processes of compiling and printing textbooks had cost a lot of money and proven ineffective.

The country currently has 55 publishing houses and 6,200 state and private printing enterprises with an average annual revenue of USD1 billion. The demand for paper to print books reaches around two million tonnes per year with 60% of which coming from foreign sources.

Hanoi Book and Trading Company?s recent survey showed that in 2008 the country printed a total of 3,120 reference books for students at high school education level.

He added that despite huge investment, the country had not yet worked out a standard set of textbooks. Annual amendments to text books meant a serious squandering of funds.

Book amendments from 2002 to 2011 cost VND32 trillion (USD1.53 billion). Another amendment planned for after 2015 may cost around VND70 trillion (USD3.35 million).

?It?s essential to conduct comprehensive education reform in order to meeting rising demand. During the process, due attention should be paid to ensuring adequate education infrastructure,? he shared.

?I believe that the establishment of a national steering committee for education reform is of great importance. The agency should operate independently from the Ministry of Education and Training. Its mission should be to conduct a general education inspection in 2013 and compile a comprehensive plan for education reform in 2014 which should be submitted to the government and National Assembly for approval in early 2015.?

He added that the country is still facing great challenges, but changing the way of thinking could be the toughest.

Cold weather and new storm add to victims' misery

NEW YORK (AP) ? Shivering victims of Superstorm Sandy went to church Sunday to pray for deliverance as cold weather settling in across the New York metropolitan region ? and another powerful storm forecast for the middle of the week ? added to their misfortunes and deepened the gloom.

With overnight temperatures sinking into the 30s and hundreds of thousands of homes and businesses still without electricity six days after Sandy howled through, people slept in layers of clothes, and New York City officials handed out blankets and urged victims to go to overnight shelters or daytime warming centers.

At the same time, government leaders began to grapple with a daunting longer-term problem: where to find housing for the tens of thousands of people whose homes could be uninhabitable for weeks or months because of a combination of storm damage and cold weather.

Mayor Michael Bloomberg said 30,000 to 40,000 New Yorkers may need to be relocated ? a monumental task in a city where housing is scarce and expensive ? though he said that number will probably drop to 20,000 within a couple of weeks as power is restored in more places.

In a heavily flooded Staten Island neighborhood, Sara Zavala spent the night under two blankets and layers of clothing because the power was out. She had a propane heater but turned it on for only a couple of hours in the morning. She did not want to sleep with it running at night.

"When I woke up, I was like, 'It's freezing.' And I thought, 'This can't go on too much longer,'" said Zavala, a nursing home admissions coordinator.

Nearly a week after Sandy slammed into the New Jersey coastline in an assault that killed more than 100 people in 10 states, gasoline shortages persisted across the region, though odd-even rationing got under way in northern New Jersey in an echo of the gas crisis of the 1970s. Nearly 1 million homes and businesses were still without power in New Jersey, and about 650,000 in New York City, its northern suburbs and Long Island.

With more subways running and most city schools reopening on Monday, large swaths of the city were getting back to something resembling normal. But the week could bring new challenges, namely an Election Day without power in hundreds of polling places, and a nor'easter expected to hit by Wednesday, with the potential for 55 mph gusts and more beach erosion, flooding and rain.

"Prepare for more outages," said National Weather Service meteorologist Joe Pollina. "Stay indoors. Stock up again."

"Well, the first storm flooded me out, and my landlord tells me there's a big crack in the ceiling, so I guess there's a chance this storm could do more damage," John Lewis said at a shelter in New Rochelle, N.Y. "I was hoping to get back in there sooner rather than later, but it doesn't look good."

Churchgoers packed the pews Sunday in parkas, scarves and boots and looked for solace in faith.

At the chilly Church of St. Rose in Belmar, N.J., its streets still slippery with foul-smelling mud, Roman Catholic Bishop David O'Connell said he had no good answer for why God would allow such destruction. But he assured parishioners: "There's more good, and there's more joy, and there's more happiness in life than there is the opposite. And it will be back."

In the heart of the Staten Island disaster zone, the Rev. Steve Martino of Movement Church headed a volunteer effort that had scores of people delivering supplies in grocery carts and cleaning out ruined homes. Around midday, the work stopped, and volunteer and victim alike bowed their heads in prayer.

In the crowd was Stacie Piacentino. After a singularly difficult week, she said, "it's good to feel God again."

After the abrupt cancellation of Sunday's New York City Marathon, some of those who had been planning to run the 26.2-mile race through the city streets instead volunteered their time, handing out toothbrushes, batteries, sweatshirts and other supplies on Staten Island.

Thousands of other athletes from around the world ran anyway inside Central Park, where a little more than four laps around it amounted to a marathon. "A lot of people just want to finish what they've started," said Lance Svendsen, organizer of a group called Run Anyway.

Gov. Andrew Cuomo said New York state is facing "a massive, massive housing problem" for those whose neighborhoods or buildings are in such bad shape that they won't have power for weeks or months.

"I don't know that anybody has ever taken this number of people and found housing for them overnight," Bloomberg said. "We don't have a lot of empty housing in this city," he added. "We're not going to let anybody go sleeping in the streets. ... But it's a challenge, and we're working on it."

The mayor and the governor gave no details of where and how the victims might be housed.

Already, crowding was becoming an issue.

Sue Chadwick, who left her Bayville, Long Island, house ahead of the storm, said Sunday night she and others were told to leave the Extended Stay America hotel room in Melville that she booked through the end of next week to make room for other storm victims.

Chadwick's house is uninhabitable while repairs are made so she's staying in Vermont with family and taking time off from work.

"It just seemed morally wrong that you had people who made reservations and are paying," she said. "We have the need. It's not like I'm there on business and could catch the next plane out. There are people in worse shape, but I just feel like when people are in these dire circumstances, you don't want to make it worse."

The phone rang unanswered at the Melville hotel Sunday night. The corporate offices in Charlotte, N.C., are closed weekends and an operator said to call back Monday.

After Hurricanes Katrina and Rita smashed the Gulf Coast in 2005, hundreds of thousands of victims were put up by the Federal Emergency Management Agency in trailers, hotels, cruise ships and apartments across several states for months and even years.

George W. Contreras, associate director of the emergency and disaster management program at Metropolitan College of New York, speculated that large encampments of trailers might be set up at a stadium, in a park or in some other open space in the city ? something he couldn't recall being done in New York ever before.

"The amount of actual units the city might have in buildings is probably very limited, so I think people will be in FEMA shelters for a while," he said.

On a basketball court flanked by powerless apartment buildings in the Far Rockaway section of Queens, volunteers for the city handed out bagels, diapers, water, blankets and other necessities. Genice Josey stuffed a blanket into a garbage bag.

"Nights are the worst because you feel like you're outside when you're inside," said Josey, who sleeps under three blankets and wears longjohns under her pajamas. "You shiver yourself to sleep." She added: "It's like we're going back to barbaric times where we had to go find food and clothing and shelter."

Fearing looters, Nick Veros and his relatives were hoping to hold out in their storm-damaged Staten Island home until power was restored. He figured the indoor temperature would plunge into the 40s.

"If we get two consecutive below-freezing days, I'm probably going to have to drain the water out of the pipes," he said, "and then we'll have to get out of the house."
