(AP) ? The player who stunned Roger Federer in one of Wimbledon's greatest upsets didn't stick around very long.

Two days after eliminating the seven-time champion on Centre Court, Sergiy Stakhovsky fell to Jurgen Melzer in four sets Friday in the third round at the All England Club.

The 116th-ranked Ukrainian couldn't replicate the serve-and-volley magic that stifled Federer, losing 6-2, 2-6, 7-5, 6-3 to the left-handed Austrian. While Federer struggled with Stakhovsky's serve, Melzer broke him six times.

"I'm just a little disappointed that I got so blinded by the game I produced with Roger that I kept going with the same game I played against Jurgen, which was just not right," Stakhovsky said.

Stakhovsky, who called for the trainer and had his right ankle taped in the first set, kept coming to the net even though Melzer was zeroing in on his serve.

"I think I just played stupid," the Ukrainian said.

Doing everything right so far has been second-seeded Andy Murray, who trounced Tommy Robredo 6-2, 6-4, 7-5 under the Centre Court roof to cruise into the fourth round. The U.S. Open champion hasn't dropped a set this week in his bid to become the first British player to win the men's trophy in 77 years.

"I played my best match of the tournament so far," said Murray, who no longer has Federer or Rafael Nadal in his half of the draw and remains on course to meet No. 1 Novak Djokovic in the final.

Advancing to the third round were fourth-seeded David Ferrer and No. 13 Tommy Haas. No. 15 Nicolas Almagro was knocked out by Poland's Jerzy Janowicz in a third-round match.

Among the women, No. 7 Angelique Kerber was ousted in three sets in second-round play by Estonia's Kaia Kanepi. Kerber became the sixth player among the top-10 seeded women to go out.

With four of the top 10 men also gone after the second round, it equals the worst performance by the top 10 at any Grand Slam in the 45-year history of the Open era.

For the second straight day, play was disrupted by rain and the sliding roof was closed over Centre Court. Four men's singles matches didn't start and were rescheduled for Saturday, while three women's singles matches were suspended by darkness.

Among the uncompleted matches, 2011 champion and eighth-seeded Petra Kvitova was down a break in the third set to Ekaterina Makarova, 3-6, 6-2, 2-1.

In a tournament jolted by a rash of injuries and upsets, the player who caused the biggest surprise of them all came crashing back to earth.

Stakhovsky had snapped Federer's streak of reaching 36 Grand Slam quarterfinals on Wednesday, beating perhaps the game's greatest all-time player on the biggest stage in the sport.

On Friday, he was out on Court 3 and couldn't maintain his level of play against Melzer, a 32-year-old all-court player who has reached at least the fourth round of every Grand Slam.

Still, Stakhovsky will always have that momentous victory to hold onto.

"Nobody is going to take it away from me," he said. "If someone would ask me, 'Would you rather beat Roger and lose in next round?' I would always take it, obviously."

Stakhovsky said he struggled to cope with all the distractions and media interviews that came his way after the Federer match.

"It was quite hard for me because yesterday was a busy day," he said. "Everybody wanted to chat. Everybody wanted a piece. It just takes some time and energy off."

Melzer said he didn't care about the pressures on Stakhovsky and just came into the match ready to beat him with his serve returns.

"You go out there and show him that I'm not Roger Federer and I can return his serve and make him play tough volleys," he said. "That was my goal today."

Murray was dominant in beating the 29th-ranked Robredo. It was Murray's 14th straight match win on grass, a run that goes back to last year's London Olympics, where he beat Federer for the gold medal.

Murray lost serve only once and finished with 40 winners against 14 errors.

"I struck the ball very well from the start of the match," he said. "I had a lot of winners tonight and that was probably the most pleasing part because I did not serve very well on the first couple of matches. I hope I can keep playing better."

Murray will next face either No. 20 Mikhail Youzhny or Viktor Troicki.

In other men's play, Ferrer won an all-Spanish encounter against Roberto Bautista Agut to reach the third round for a sixth consecutive year.

Ferrer advanced with a scrappy 6-3, 3-6, 7-6 (4), 7-5 win in a match originally scheduled for Thursday but pushed back because of rain. He will next face No. 26 Alexandr Dolgopolov.

Melzer will face Janowicz, who served 30 aces and beat Almagro 7-6 (6), 6-3, 6-4 on Centre Court to reach the fourth round at a Grand Slam for the first time.

Only six men and four women ? 10 total ? among the top 10 seeds reached the third round ? tying the performance at Wimbledon in 1996 (four men, six women) and the French Open in 1998 (two men, eight women).

It's the worst performance by the top 10 women's seeds at any Slam in the Open era. The previous low was five at the 2001 French Open.

In another twist, this tournament has produced the fewest five-set matches (12) over the first two rounds at Wimbledon in the Open era. The previous record was 13 in 1981.

Britain's Laura Robson beat 117th-ranked Colombian qualifier Mariana Duque-Marino 6-4, 6-1 under the Centre Court roof to reach Wimbledon's third round for the first time.

Robson, who won the Wimbledon girls' title in 2008, has steadily climbed the rankings and has a good chance of getting into the second week.

"It's a big win for me," Robson said. "Any match on Centre Court is a big one. It was a great atmosphere out there today, and the roof being closed just makes it louder."

Among the early casualties in the men's draw was Grigor Dimitrov, one of the rising stars in tennis. He was eliminated in the second round in a five-set, rain-delayed match that lasted more than four hours over two days.

With girlfriend Maria Sharapova cheering him from the stands on Court 3, the 29th-seeded Bulgarian fell to 55th-ranked Slovenian Grega Zemlja 3-6, 7-6 (4), 3-6, 6-4, 11-9.

Zemlja hit a forehand passing shot on his sixth match point to become the first Slovenian to reach the third round at the All England Club.

Dimitrov is known as "Baby Fed" for a playing style, especially his one-handed backhand in the manner of Roger Federer's. But like Federer, Dimitrov failed to get to Round 3.

"Things happen I guess for a reason," Dimitrov said. "But it's a good learning curve for me. I'm going to step out strong for the upcoming weeks."

Verizon's LTE network 'substantially complete' with 500th city

Verizon LTE

Verizon this morning announced that the fine folks of Parkersburg, WVa., are the proud recipients of its 500th 4G LTE market, and that the rollout of its high-speed data is "substantially complete," blanketing 99 percent of its network. Verizon says more than 95 percent of the U.S. population — some 298 million people — have access to its LTE network. (Though obviously they're not all Verizon customers.)

Some 57 percent of of data Verizon serves up is done over its LTE network.

Ft. Eustis to lose 333 positions as Army downsizes

NORFOLK, Va. (AP) -- Fort Eustis says it will lose nearly eight percent of its military workforce as a result of a massive restructuring taking place throughout Army.

The Army post in Newport News will lose 333 positions over the next several years as the 7th Sustainment Brigade transforms into the 7th Transportation Brigade, an expeditionary force. The cuts are part of a longtime plan to reduce the size of the service by 80,000 soldiers, or about 14 percent of the active duty force, by 2017.

The 7th Sustainment's Brigade is sometimes referred to as the "Army's Navy" because it has dozens of ships that supports all branches of the service by moving troops and equipment. Fort Eustis is located on the James River in southeastern Virginia, which also is home to several Navy bases.

The 7th Transportation Brigade will focus on supporting areas without existing infrastructure for shorter periods of time. Other units will provide additional sustainment capabilities, if needed.

"The brigade will morph over time to better meet the future Army need," Lt. Col. Douglas Pietrowski, deputy commanding officer of 7th Sustainment Brigade, said in a statement. "It's about getting the right structure to perform our primary mission."

Army leaders have also said they will slash the number of active duty combat brigades from 45 to 33. Those cuts are occurring at ten other bases and do not affect National Guard or Reserve units. Fort Eustis does not have any combat brigades stationed there.

Under the plan announced Tuesday, the Army will increase the size of its infantry and armor brigades by adding another battalion, which is between 600 and 800 soldiers. Adding the battalion was a recommendation from commanders in Iraq and Afghanistan who said it would beef up the fighting capabilities of the brigades when they go to war.

The overall cut in size has been known for more than a year, and Army leaders have been working on how to manage the reduction, conducting local community meetings across the country and releasing an extensive study on the issue earlier this year.

A community listening session was held April 30 at Fort Eustis to gather comments from political leaders and the public for the Army to consider.

In a statement, Maj. Gen. Bradley W. May, senior commander of Army Element Eustis, says the number of job losses at Fort Eustis is about what he expected the base to lose.

Obama's environmental nominee in jeopardy from Senate Republicans

By Valerie Volcovici

WASHINGTON (Reuters) - President Barack Obama made a plea this week for the U.S. Senate to confirm his choice to head the agency that will oversee the core of his new climate change plan, but nominee Gina McCarthy's prospects seem increasingly in doubt.

McCarthy was nominated by Obama in March to lead the U.S. Environmental Protection Agency where she is currently the top air quality official.

She has yet to receive a vote in the full U.S. Senate after narrowly being approved by the Senate Committee for the Environment and Public Works on a party-line vote.

In his speech Tuesday laying out a climate action plan, Obama said McCarthy was well qualified for the job and has bipartisan credentials. The Senate should confirm her "without any further obstruction or delay," Obama said.

McCarthy has worked for several Republican governors, including 2012 presidential candidate Mitt Romney when he was governor of Massachusetts. She was seen by many as a choice that could work with lawmakers from both parties.

But many Republicans are bitterly against proposed new regulations from the EPA on coal-fired power plants and could seek to block McCarthy's confirmation.

"Sad to say, but I think (Obama) may have effectively sacrificed her confirmation," said Manik Roy, vice president for strategic outreach for the Center for Climate and Energy Solutions.

McCarthy has received public support from industry representatives and environmental groups alike for her ability to navigate political divisions.

Roy and other analysts have said opposition to her confirmation has less to do with her and more to do with ideological opposition to regulation.

Republican Senator Roy Blount maintains a hold on her nomination over a river project in his state, while members of the Senate environmental committee continue to press McCarthy and the EPA over the transparency of the agency's emails and the economic analysis that goes into its rulemaking.

Reaction by some Senate Republicans to Obama's climate plan signal a tough fight for McCarthy.

Republican Senator John Barrasso said regulations targeting coal-powered plants will strangle the economy. And he suggested McCarthy had lied when asked at her confirmation hearing in April about the agency's plans to regulate existing power plants.

"The agency is not currently developing any existing source greenhouse gas regulations for power plants," McCarthy told the panel.

Speaking on the Senate floor, Barrasso said, "She has recently reported to the Senate that the things the president is talking about today are things she has known nothing about. So either she was ignorant about what's going on at EPA, a place where she's been an assistant director for the last four years, or she is arrogant.

"Either way, I think this tarnishes her chances of being approved by the Senate, tarnishes her nomination."

Senator Barbara Boxer, the Democrat who chairs the environment panel, told reporters last week that she will lead a public campaign for McCarthy.

Roy said that even if the current acting administrator, Bob Perciasepe, stays on in his role, McCarthy will be able to take the lead on Obama's climate agenda.

Allison Macfarlane, another member of Obama's energy team, was confirmed by the Senate on Thursday to a full term as chairwoman of the U.S. Nuclear Regulatory Commission, which she has led since July 2012.

New iPhone apps worth downloading: Wibbitz, Contra: Evoluition, Hoppetee!

Today's apps worth downloading seems fitting, given all the huge headlines that have hit the news this week. It's Wibbitz, an app that summarizes news stories into videos that you can watch and listen to, in order to get you what you need to know when you're on the go. We've also got two games for you to try: Contra: Evolution, a remake of the 1990s shooter classic, and Hoppetee!, and endless runner in which players race the sun.

WibbitzWhat?s it about? Turn news articles into video summaries with Wibbitz.

What?s cool? There are a ton of news stories that hit the Internet on any given day, and while staying up on the news is made easier by social networks and other such innovations, it can be hard to find the time to read everything. Wibbitz looks to make it easier to stay informed by summarizing news into short, easy to watch videos. The app gives a summary you can listen to along with the important visuals, but it also gives the option to read the article as well, if you'd prefer to get the whole story. You can also pick news stories from various categories to get the kind of news you're interested in.

Who?s it for? News junkies on the go, you might want to check out what Wibbitz has to offer.

What?s it like? You might also check out Umano, another app that will read news to you when you can't read it yourself.

?

Contra: EvolutionWhat?s it about? Go back in time and play an updated version of side-scrolling shooter Contra in Contra: Evolution.

What?s cool? Konami's historic alien shooter is back in Contra: Evolution, a game in which players storm through various levels blasting all kinds of enemies and working hard to avoid getting hit themselves. The game is all about ducking and weaving against evil aliens and their weaponry, while also grabbing power-ups that turn your regular machine gun into a spread gun, a heat-seeking missile launcher, and more. Contra: Evolution includes a pair of different game modes ? the standard arcade mode and a mission-based mode in which players are challenged to complete certain objectives and unlock new characters.

Who?s it for? Fans of shooters and the original Contra from way back in the Nintendo Entertainment System days, you'll want to check this one out.

What?s it like? You might also enjoy Random Heroes 2 and Monster Dash, which share similar shooter sensibilities.

Hoppetee! What?s it about? Endless runner Hoppetee! challenges players to gather points and fireflies during each day, in order to fend off darkness and keep the game going by night.

What?s cool? Most endless runner games throw obstacles and enemies in your path as you tear through the various side-scrolling levels, but Hoppetee! has none. Instead of dodging bad guys, Hoppetee! is all about preparation. As you travel through each day, you need to gather up fireflies and song notes to score points; when night eventually falls, the fireflies provide light to keep you going. If you run out of light, the game ends, so catching more fireflies along the way is key to success. There are also items you can buy with items you gather in each level that can give you a score boost in future runs.

Who?s it for? Endless runner fans, Hoppetee! is a mellow title with some great graphics.

What?s it like? Check out Polara and Outland Games, another pair of great-looking runners.

The best smartphones for avid photographers

Smartphones have allowed many people to replace traditional point-and-shoot cameras, but not all phones are made equal. Narayanan lists five smartphones that offer the best image-processing, picture-taking quality, and web connectivity for your money.

Whether you're an Instagram obsessive, a "pro" mobile photographer, or simply enamored with kitty pics, smartphones have revolutionized the ways in which we take and share photos. In a little over a decade, these gadgets have nearly replaced the functions of point-and-shoot cameras and have come to reign as consumers' cameras of choice. The trend towards bigger and better megapixels partly explains why smartphone photography has surged in popularity, but constant web connectivity that allows for instant image sharing, as well as image-processing apps and third-party accessories, have helped to seal the deal.

Manufacturers realize that consumers consider a devices' picture-taking quality as much as its ability to make calls. Just take a look at this billboard promoting the newly launched Nokia Lumia 928. The marketing campaign highlights not the processor speed nor its screen size nor svelte design, but simply the low-light camera performance.

To get a better handle on which smartphones offer the best mobile photography features, we turned to the venerable Digital Photography Review for the top five smartphone cameras that offer the most bang for your buck. Or the most pop for your pixel. You know what we mean.

Apple iPhone 5 Smartphone

Specs: 4" 1136x640 Retina display, Apple A6 processor, 1GB RAM, 8-megapixel iSight camera, 1.2-megapixel FaceTime HD camera, 1080p video capture, 802.11n wireless, Bluetooth 4.0

Some photo enthusiasts may carp about the iPhone 5's grainy or soft images, but look no further than Flickr for proof that the iPhone 5 is the most beloved smartphone camera. As such, Digital Photography Review praised the iPhone 5 off the bat for its camera's marked improvement over that of the iPhone 4S. Although the 8MP capacity remained unchanged, the iPhone 5's redesigned camera optics, combined with a faster A6 chip, and larger screen (4" vs. 3.5") lead to improved picture quality. And though the iPhone doesn't have the best camera, it offers "satisfying image quality, some neat functions like auto panorama and HDR mode, and ? crucially ? it is supremely easy to use."

Samsung Galaxy S4 4G Android Smartphone

Specs: 5" 1080x1920 (1080p) Super AMOLED touchscreen, Snapdragon 1.9GHz quad-core processor, 2GB RAM, 13-megapixel rear camera, 2-megapixel front camera, 1080p video capture, 802.11n wireless, Bluetooth 4.0, Google Android 4.2 OS (Jelly Bean)

Samsung's flagship smartphone boasts a number of advanced features, yet it's the 13MP camera that stands out. It not only dwarfs the competition, but also has the ability to take shots with almost zero shutter lag and produce super sharp images. And despite its rich colors bordering on over-saturation, "the camera app's mode selection wheel, which was lifted from Samsung's own Galaxy Camera, is the most intuitive method for switching between shooting modes on any smartphone we've tested.

Some of the S4's scene modes ? Eraser, Best Face, Beauty Face ? did elicit snickering, and Gizmodo's Brent Rose noted the superfluity of some features: "There is also dual camera shooting, which uses both the back and front cameras at the same time, getting your face all up in the action. You can have your head in a hard rectangle, or a gaussian circle, or a heart, or you can do a split screen. Again, it feels more like Samsung is showing off what it can do, rather than giving you something you actually need."

HTC One 4G Android Smartphone

Specs: 4.7" 1080x1920 (1080p) touchscreen LCD, Qualcomm Snapdragon 600 1.7GHz quad-core processor, 2GB RAM, HTC UltraPixel rear-facing camera, 2.1-megapixel front-facing camera, 1080p video recording, 802.11n wireless, Bluetooth 4.0, Android 4.1 OS (Jelly Bean)

While other smartphone makers swear by "bigger is better" when it comes to megapixels, HTC scaled back: the HTC One has a smaller pixel count than its predecessor. Of course, HTC quickly described these 4MP as "Ultra Pixels" rather than just plain ol' megapixels. While this is no more than marketing jargon, "the Taiwanese manufacturer has to be applauded for aiming to improve the camera's low-light capability by using fewer but larger photosites on a sensor that has been developed in-house." What's more, the HTC One is one of the first smartphones to offer HDR video in full HD, 1080p resolution. Vine, here we come!

Nokia Lumia 928 Windows Phone 8

Specs: 4.5" 1280x768 OLED touchscreen display with Gorilla Glass 2, Qualcomm Snapdragon S4 1.5GHz dual-core processor, 1GB RAM, up to 32GB internal memory, 8.7-megapixel rear camera, 1.2-megapixel front camera, 1080p video recording, optical image stabilization, 802.11n wireless, Bluetooth 3.0, and Windows Phone 8 OS

Cousin to the Nokia Lumia 920 sold by AT&T, the Nokia Lumina 928 Windows Phone (sold via Verizon Wireless) has been hailed for its clarity of images, especially in low-lit conditions. The Lumina 928 produces sharp, high-quality images, with true and detailed colors thanks in part to its xenon flash. Combined with its LED light, the 9MP camera focuses easily and produces higher quality low-light video recordings. Though the aforementioned xenon flash makes for photos that are "warm, sharp, and represent color accurately," even in situations with little to no-light, it "has a tendency to do strange things to white balance." Therefore, apart from action shots at night, it's better left disabled.

LG Optimus G Pro 4G Android Smartphone

Specs: 5.5" 1080x1920 (1080p) IPS touchscreen, Snapdragon 600 1.7GHz quad-core processor, 13-megapixel rear-facing camera, 2.1-megapixel front-facing camera with dual recording, 802.11n wireless, and Android 4.1 (Jelly Bean)

LG's behemoth 13MP camera has won accolades for producing crisp, clean, and noise-free images even in low-light and action situations, thanks to the camera's fast shutter speed and agile autofocus. The Optimus G Pro has also been praised as "the best camera LG has ever made," standing in opposition to HTC's argument of "less is more." Yet there is a downside to the pixel load: massive image sizes "chew through" internal storage. And despite its "beautiful screen," and being "packed with pixels," the Optimus G Pro's camera performance was "subpar" and fuzzy even under normal shooting conditions.

From the 2007, original Apple iPhone's 2MP camera, to the super-sized sensors of current smartphones, mobile photography continues to play a role in smartphone usage. No matter which OS you swear allegiance to ? iOS, Android, or Windows ? there's a smartphone/camera combo out there to suit your calling and photography needs.

Senate on verge of historic immigration vote

WASHINGTON (AP) ? The Senate stood poised Thursday to approve historic immigration legislation opening the door to U.S. citizenship to millions and promising a dramatic build-up of manpower and technology along the U.S.-Mexico border.

The vote on final passage of the White House-backed bill was expected as early as Thursday afternoon, after a series of test votes so far this week demonstrated supporters command a bipartisan majority well over the 60 votes needed to secure passage and send the bill to the House. First must come two more procedural tests set for Thursday morning.

"It's landmark legislation that will secure our borders and help 11 million people get right with the law," Senate Majority Leader Harry Reid, D-Nev., said on the Senate floor Thursday ahead of the votes.

Minority Leader Mitch McConnell, R-Ky., countered that the bill doesn't ensure true border security since people here illegally can obtain a provisional legal status under the legislation before any security goals are accomplished. "This bill may pass the Senate today, but not with my vote. And in its current form, it won't become law," McConnell said.

Supporters posted 67 votes or more on each of three procedural tests Wednesday. More than a dozen Republicans sided with Democrats on each, ensuring bipartisan support that the bill's backers hope will change minds in the House.

The outlook there is uncertain. Many House conservatives oppose the pathway to citizenship at the center of the Senate bill. And many prefer a piecemeal approach rather than a sweeping bill like the one the Senate is producing.

The House Judiciary Committee is in the midst of a piece-by-piece effort, turning its attention Thursday to a bill on high-skilled workers.

On Wednesday the committee signed off on legislation establishing a system to require all employers to check their workers' legal status on a faster timeframe than the Senate bill contemplates. And last week it approved two other measures, one establishing a new agricultural guest worker program and a second making illegal presence in the country a federal crime, instead of a civil offense as it is now.

None of the bills weighed by the Judiciary Committee contemplate a path to citizenship or even legalization for the millions already here.

At its core, the legislation in the Senate includes numerous steps to prevent future illegal immigration, while at the same time it offers a chance at citizenship to the 11 million immigrants now living in the country unlawfully.

It provides for 20,000 new Border Patrol agents, requires the completion of 700 miles of fencing and requires an array of high-tech devices to be deployed to secure the border with Mexico. Those security changes would be accomplished over a decade and would have to be in place before anyone in provisional legal status could obtain a permanent resident green card.

Businesses would be required to check on the legal status of prospective employees. Other provisions would expand the number of visas for highly skilled workers relied upon by the technology industry. A separate program would be established for lower-skilled workers, and farm workers would be admitted under a temporary program.

The basic legislation was drafted by four Democrats and four Republicans who met privately for months to produce a rare bipartisan compromise in a polarized Senate. They fended off unwanted changes in the Senate Judiciary Committee and then were involved in negotiations with Republican Sens. John Hoeven of North Dakota and Bob Corker of Tennessee on a package of tougher border security provisions that swelled support among Republicans.

Obama admits energy prices would 'skyrocket' under his policies ...

President Obama laid out his new plan to tackle global warming Tuesday.?In 2008, he made comments about ?bankrupting? coal plant owners and making energy prices ?skyrocket.?

?So if somebody wants to build a coal-powered plant, they can; it?s just that it will bankrupt them, because they?re going to be charged a huge sum for all that greenhouse gas that?s being emitted,? Obama said during a meeting with the San Francisco Chronicle?s editorial board.

?Under my plan of a cap-and-trade system, electricity rates would necessarily skyrocket. Even regardless of what I say about whether coal is good or bad,? he added. ?Because I?m capping greenhouse gases, coal power plants, you know, natural gas, you name it ? whatever the plants were, whatever the industry was, they would have to, uh, retrofit their operations. That will cost money. They will pass that money on to consumers.?

Obama?s new plan to deal with global warming directs the Environmental Protection Agency to issue carbon dioxide limits on new and existing power plants, which critics argue would cripple the coal industry.

?President Obama today declared a war on coal, and thus declared a war on Kentucky jobs and our economy. Whether it is through the retroactive denial of permits, onerous regulations on coal-fired power plants, or unreasonable environmental requirements, the policies of this Administration are threatening the very way of life that has sustained Kentucky communities for generations,? said Kentucky Republican Sen. Microsoft unveils latest Windows adjustments

SAN FRANCISCO (AP) ? Microsoft on Wednesday released a preview version of an update to Windows 8, aiming to address some of the gripes people have with the company's flagship operating system.

At a conference in San Francisco, Microsoft CEO Steve Ballmer acknowledged that the company pushed hard to get people to adopt a radical new tile-based "Modern" user interface in Windows 8. Microsoft is now back-pedaling, making it easier to reach and use the older "desktop" interface.

"Let's make it easier to start applications the way we're used to," Ballmer told the audience of software developers. "What we will show you today is a refined blend of our Desktop experience and our Modern experience."

Microsoft made the preview of Windows 8.1 available for free as a download.

Windows 8.1 will allow people to boot up in Desktop mode. There, they'll find a button that resembles the old Start button. It won't take users to the old Start menu, but to the new "Modern" Windows 8 start screen. Still, the re-introduction of the familiar button may make it easier for longtime Windows users to get accustomed to the changes. A common complaint about Windows 8 is that it hides features and functions, and replaces buttons with gestures and invisible click zones that have to be memorized.

Other new features of Windows 8.1 include more options to use multiple apps. People will be able to determine how much of the screen each app takes while showing up to four different programs, rather than just two. The update will also offer more integrated search results, showing users previews of websites, apps and documents that are on the device, all at once.

The preview version of Windows 8.1 is meant for Microsoft's partners and other technology developers, but anyone can download it. The release comes exactly eight months after desktops, laptops and tablets with Windows 8 went on sale. The version of the Windows 8.1 update meant for the general public will come later in the year, though the company hasn't announced a specific date.

Julie Larson-Green, the head of Microsoft's Windows division, said the update, rapid by Microsoft standards, "shows how much more responsive our engineering has become."

Many of the new features have been shown already. A three-day Build conference, which started Wednesday in San Francisco, gives Microsoft developers a chance to learn more about the new system and try it out. It also will give the company a chance to explain some of the reasoning behind the update and sell developers on Microsoft's ambitions to regain relevance lost to Apple's iPad and various devices running Google's Android software.

Windows 8, released Oct. 26, was meant to be Microsoft's answer to changing customer behaviors and the rise of tablet computers. The operating system emphasizes touch controls over the mouse and the keyboard, which had been the main way people have interacted with their personal computers since the 1980s.

Microsoft and PC makers had been looking to Windows 8 to revive sales of personal computers, but some people have been put off by the radical makeover. Research firm IDC said the operating system actually slowed down the market. Although Microsoft says it has sold more than 100 million Windows 8 licenses so far, IDC said worldwide shipments of personal computers fell 14 percent in the first three months of this year, the worst since tracking began in 1994.

Windows 8 was also supposed to make Microsoft more competitive in the growing market for tablet computers. But Windows tablets had less than a 4 percent market share in the first quarter, compared with 57 percent for Android and 40 percent for Apple's iPad.

One big problem is the fact that Windows 8 doesn't work well on smaller screens, making Windows tablets less competitive with cheaper tablets such as Apple's iPad Mini, Google's Nexus 7 and Amazon's Kindle Fire HD. Microsoft built Windows 8 primarily to run on tablets with 10-inch to 12-inch screens, and it is trying to address that shortcoming in Windows 8.1.

It's crucial that Microsoft sets things right with Windows 8.1 because the outlook for the PC market keeps getting gloomier. IDC now expects PC shipments to fall by nearly 8 percent this year, worse than its previous forecast of a 1 percent dip. IDC also anticipates tablets will outsell laptop computers for the first time this year.

Microsoft is addressing that shift by banking its future on touch controls. Its strategy calls for having just one operating system work on both tablets and traditional computers. That allows popular Windows programs such as Office to work well on tablets, too. But in making Windows easy for touch screens, mouse and keyboard commands are more complex to use and figure out.

Apple and Google, on the other hand, believe people use those machines differently and have opted to keep their operating systems separate. Apple, for instance, believes that it can be tiresome to have to constantly move your arm to touch a desktop or laptop screen. That's not a problem with tablets because you're already holding it.

As for the growing interest in smaller, cheaper tablets, Microsoft has said the company is working with other manufacturers to make some. At the conference, it didn't confirm reports that it is making its own.

Microsoft also said very little about Windows RT, the Windows 8 variant that's designed to run on the same phone-style processors that let the iPad and Android tablets be lighter and have longer battery lives than Windows 8 tablets with PC-style Intel processors. Windows RT has been hamstrung by a lack of applications, since it won't run older Windows programs.

At the conference, Microsoft showed off an Acer tablet with an 8-inch screen ? a size that would be a good fit for an RT device ? but it ran full-blown Windows 8 instead.

Microsoft Corp. just cut the effective price of its Surface tablet with Windows RT by including a keyboard cover for free. The cover sells for $120 or $130 on its own.

Microsoft also said this month that it would give buyers of the RT version of Surface the Outlook email and calendar program at no extra charge ? joining other Office freebies Excel, Word and Power Point ? and sweetening the offer for the device that is priced starting at $499. The new programs will come as part of the Windows 8.1 update.

Australian TV Reporter Makes Racist Sex Joke, Then Laughs During ...

This is worse than most Ron Burgundy rants!

Australian news reporter Natasha Exelby came under serious scrutiny recently after laughing her way through the reading of super-sad world news!!!

After a light-hearted and flirty segment, she reported on deadly riots in Brazil, an accident killing children in India, and a toddler falling off of a building ? but she laughed her way through the ENTIRE broadcast!

Ch-ch-check out her awkwardly inappropriate gaffes (above)!

Yikes!!! Laughter is a natural human reaction to unbearably stressful situations, but TV anchors are trained to tread delicately!!!

Worse, perhaps, was Natasha calling an Irish guest "one lucky little Leprechaun" while implying she might have sex with him!

She apologized for her poorly timed laughter, but neither bigotry nor sexual solicitation are appropriate for serious news programs!!!

Roland Emmerich Talks White House Down

June 25, 2013 | 6:00 a.m.

Roland Emmerich?s face wore an easy expression of carefree calm as he strolled onto the patio of his Hollywood Hills home. The German director had just come from a morning screening of his new action movie ?White House Down,? which blasts into theaters Friday. He?d been carefully listening to the final mix of the thundering soundtrack ? a symphony of explosions, gunfire and shattering glass ? and for the most part, he was happy, though a few remaining imperfections nagged at the corners of his smile.

?Everybody who makes movies, they say you can never, ever finish a movie, you can only abandon it, no matter how much time you have,? Emmerich said.

When Leonardo da Vinci stated, ?Art is never finished, only abandoned,? he wasn?t necessarily referring to big-budget summer popcorn movies, and even the kindest critics might be hard-pressed to describe Emmerich?s films as works of art. Of the nine studio movies he previously directed, only two, ?Independence Day? and ?The Patriot,? have ratings above 50% fresh on the website Rotten Tomatoes.

But in a career spanning three decades, Emmerich, 57, has proved himself a reliable hitmaker for the studios ? combined, his movies have earned more than $1 billion in North America alone.

?White House Down? is comfortably poised to add to Emmerich?s box office tally. The movie, written by James Vanderbilt, sees Channing Tatum?s aspiring Secret Service agent John Cale tasked with guarding the life of the president (Jamie Foxx) after he?s targeted in a terrorist plot. Cale also must protect his precocious preteen daughter Emily (Joey King), who is touring 1600 Pennsylvania Ave. with her dad when chaos breaks out.

?It?s a straight action movie with slight political undertones done in the way I like to do movies so they don?t take themselves too seriously,? Emmerich said of his latest project. ?Sometimes I have a real problem with that. There was a time in the ?70s and ?80s mainly where people made fun movies which were not taking themselves too seriously. I don?t know what happened.?

In an industry with so much bluster and posturing, Emmerich seems to operate with a refreshing degree of candor and self-awareness. When he talks about the defining characteristics of his movies, he says that most of the time, there?s a ?strong basic idea.? He?s not attempting to make the sort of weighty, cerebral blockbusters pioneered by Christopher Nolan, or the coolly sleek variety so strongly associated with Michael Bay. He wants his movies to have humor and heart.

?There are those people who make mainstream commercial films in order to further their career so that they can one day get to make the movie they?ve always dreamed of making,? said Dean Devlin, Emmerich?s writing and producing partner on such projects as ?Stargate? and ?Independence Day.? ?And then there?s those people who really, really love mainstream movies, and Roland?s one of those people. He approaches these films with the same amount of love and passion as Scorsese does when he does an art picture.?

Even as a film student in Munich in the late ?70s, Emmerich realized that his sensibilities ran in a more commercial direction than those of his peers. They aspired to become the next Rainer Werner Fassbinder or Wim Wenders, while Emmerich was interested in following in the creative footsteps of George Lucas or Steven Spielberg.

By the time he arrived in Los Angeles at age 34, Emmerich had made four independent films in Germany, learning to work quickly and economically, a skill set he believes sets him apart.

?You have to see it, these movies are a job, and I?m constantly trying to be as professional as possible,? Emmerich said. ?That?s why they like me at the studios. When I came to Los Angeles, I just saw how they?re making movies here, and it?s a waste of money; 20% to 30% is waste ? egos, laziness, not being really truly professional, lack of craftsmanship. All these kinds of things, they add up.?

?White House Down? finds Emmerich returning to his comfort zone after 2011?s period costume drama ?Anonymous,? which pondered the mystery of who really wrote Shakespeare?s plays. Sony chief Amy Pascal tipped Emmerich to the screenplay, and although he had some initial reservations about the premise ? ?I said, ?Oh, my God, not the White House again?? ? he found himself hooked by the premise.

The $150-million film shot on location in Montreal last year, with the production partially shooting six-day weeks to accommodate Tatum?s schedule ? the busy actor completed ?White House Down? and immediately began shooting another film, the drama ?Foxcatcher? for director Bennett Miller.

As with Emmerich?s earlier hits ?2012? and ?The Day After Tomorrow,? ?White House Down? follows the formula the filmmaker established with his 1996 alien invasion thriller ?Independence Day?: There?s the charming but gently flawed protagonist at the center of a diverse ensemble cast, the spectacular disaster set pieces laced with a winking humor, the requisite upbeat ending.

Exactly how ?White House Down? will fare in a crowded summer marketplace remains to be seen ? early tracking suggests the film should open to about $25 million against the Sandra Bullock-Melissa McCarthy buddy cop comedy ?The Heat? ? but Emmerich already is looking to the future projects that will occupy his time.

Next up is ?Independence Day 2,? which is set to arrive in theaters July 3, 2015, 19 years after the original opened to record-breaking box office and transformed Emmerich into a final cut filmmaker. Shooting is expected to begin early next year, and roughly half the cast is expected to return, though Will Smith will not be among them. (?He?s too big now,? Emmerich said. ?It would be a ?Will Smith? movie.?)

?There?s so much misery out in our world, it?s such a harsh world,? Emmerich said. ?You go to a movie, you want to feel good about it. Sometimes terrible things happen on screen, but at the end, you want to feel good about people.?

(AP) ? Suicide attackers set up a car bomb and battled security forces outside Afghanistan's presidential palace Tuesday after infiltrating one of the most secure areas of the capital. All the attackers were killed and one palace security guard was wounded, officials said.

Elsewhere, a minibus hit a bomb buried in the road in southern Afghanistan, killing 11 members of a family, said Kandahar governor's spokesman Ahmad Jawed Faisal. Faisal said the dead included eight women, two children and a man, and two other men were also wounded.

The Taliban claimed responsibility for the Kabul palace attack, which came as reporters were gathering for a news event on Afghan youth at which President Hamid Karzai was expected to talk about ongoing efforts to open peace talks with the militant group.

The palace is in a large fortified area of downtown Kabul that also includes the U.S. Embassy and the headquarters for the NATO-led coalition forces. Access is heavily restricted. It houses Karzai's residence but it was not immediately clear whether the president was in the building at the time and his spokesman did not answer his phone.

Gunfire started around 6:30 a.m. inside a heavily guarded area near the east gate leading to the palace next to the Afghan Ministry of Defense and the former Ariana Hotel, which former U.S. intelligence officials have confirmed is used by the CIA.

Kabul police chief Gen. Mohamad Ayub Salangi said three or four gunmen jumped out of their SUV and opened fire after being stopped by security forces while trying to use fake documents to get through a checkpoint. All gunmen were killed, and one palace security guard was wounded, he said.

A car bomb then exploded as it tried to enter the area. About 20 journalists took cover behind a religious shrine, pulling a schoolboy off the street who had been caught in the open on his way to school.

Taliban spokesman Zabihullah Mujahid claimed responsibility, saying in a text message the militants had "brought death to the enemy" with a suicide attack. He later suggested in an emailed statement that all three buildings had been targeted, saying the attack came "near the Ariana Hotel, the important CIA base, and also the presidential palace and Ministry of Defense."

Smoke could be seen coming from the area of the hotel, but there was no immediate indication any of the buildings were hit in the attack.

Mujahid claimed the attackers had inflicted "heavy casualties," but Afghanistan's Kabul division army commander Gen. Kadam Shah Shahim said he knew of no deaths among security forces or civilians.

He said his forces killed all of the attackers after they jumped out of their vehicle and opened fire.

The NATO-led coalition in Afghanistan instituted a camp lockdown during the incident and said in a short statement that its forces had been ready to assist but were not called in by Afghan authorities.

The U.S. Embassy cancelled all consular appointments and advised American citizens in Kabul to stay indoors but had no immediate comment on the incident.

The Taliban have indicated they are willing to open peace talks with the U.S. and the Afghanistan government and just last week opened an office in Qatar for possible negotiations.

But at the same time they have not renounced violence and attacks have continued across Afghanistan.

Samsung Galaxy Tab 3 series to hit US on July 7, prices start at $199

Samsung Galaxy Tab 3 70, 80 and 101 to launch on July 7 priced at $199, $299 and $399

Not to be forgotten amid other new Samsung products, the company has announced that its complete Galaxy Tab 3 line-up will arrive in the US next month. The tablet family launches in the US on July 7, with all three screensizes (7-, 8- and 10.1 inches) will be available from Best Buy, Amazon, Wal-Mart, Office Depot, other bricks-and-mortar retailers and Samsung's own online store. As a refresher, the entry-level Galaxy Tab 3 7.0 is priced up at $199 and sports a dual-core 1.2GHz processor, 8GB of storage (plus microSD expansion), and a 7-inch 1,024 x 600 TFT display. There's Android Jelly Bean (4.1) from the outset, as well as the Samsung's apps and built-in hubs.

Increasing the screen to eight inches, the Galaxy Tab 3 8.0 ($299), bumps up the specifications elsewhere too, with a more potent Exynos 1.5GHz dual-core processor, and higher-resolution (1,280 x 800) TFT display. It's got the very latest Android build (4.2), as well as a rear-facing 5-megapixel camera capable of 720p video capture. Storage is also doubled to 16GB, with extra space available through microSD and 1.5GB of RAM to keep apps running smoothly

Finally, there's the Galaxy Tab 3 10.1 ($399), which packs an Intel Z2560 processor (1.6GHz dual-core) and the same resolution as the Tab 3 8.0, albeit stretched a little further. It also matches the smaller model on storage and camera specs, although RAM has inexplicably dropped to just a single gig. The larger model does include a built-in IR blaster, however, as well as Samsung's WatchON TV recommendation service. All three WiFi-only models will arrive in white and a previously-leaked gold brown hue -- preorders start tomorrow.

Archery programs gain popularity in schools ? Artesia News

TUPELO, Miss. (AP) ? Mississippi?s fastest growing sport doesn?t involve running or tackling or a ball.

Whether interest begins with 4-H programs or the movie ?The Hunger Games,? students are asking for archery in schools and trying out for the accuracy-driven sport.

With the growing popularity comes growing talent and three Northeast Mississippi schools ? each with archery programs only about two years old ? brought home state championships this year. Saltillo won the 5A championship, Hatley the 2A crown and Myrtle the 1A title.

Coaches Mark Davidson of Saltillo, Jennifer Taylor of Hatley and Keith Speck of Myrtle each give credit to students who were committed and gave their best in a stressful environment.

?I?m told archery is the fastest-growing sport in the state, if not in the nation,? said Davidson, who has been shooting competitively for more than 25 years.

Though some aspects of school shooting competitions are different from the traditional long bow and re-curve bow that he has used, shooters must use the same skills of shooting without a sight and using the fingers without an aid.

?Our program was in its second year,? Davidson said. ?We were able to win the state championship for the division and also the overall state championship back-to-back in our first two years because the kids were dedicated, put in their time and worked hard.?

Saltillo went on to compete in the nationals in Louisville, Ky., in May, where they came in 21st out of almost 10,000 shooters.

?We didn?t shoot to our potential there,? Davidson said. ?I think the big match pressure kind of got the best of them.?

Saltillo?s top scorer at the state competition was Landon Jones, with Caitlin Rigby joining him as a team leader. Rigby, 17, will be a senior in the fall and was Saltillo?s top female scorer. Her interest in archery started with 4-H.

?I?ve always been interested in sports and still shoot with 4-H too,? Rigby said. ?After I shoot it gets me excited to see most of my arrows in the yellow. It makes me so happy. The most advice I could give someone else is to take your time, not rush and have fun.?

Each school program has about 40 students overall, and the top 26 are able to attend state competition, 24 shooting and two alternates.

?What excites me about archery is that it?s a sport where girls can compete with guys,? said Hatley?s Taylor, a longtime bow hunter. ?It gets people who are not involved in other sports. They may think they?re not athletic enough for some other sport, but in this one all they have to have is accuracy.?

Two of Hatley?s team members graduated in May, but 24 will be returning. After tryouts for seventh- through 12th-graders, 40 students made the team.

Hatley?s top shooter, Braeden Eldridge, graduated in May.

?I got into archery because it was something new,? he said. ?I?d played baseball and tried other things, but when I tried this it stuck. The first year everybody was really young. I?ve always been around hunting, shotguns and been in the outdoors, but nobody else on the team shot bows or hunted. The next year they really stepped up, and when I shot bad they stepped in.?

Eldridge sees his archery career ending with high school as he moves on to college and hopes later the Marine Corps.

Myrtle, too, is fortunate to be bringing back all of its team except one graduate. Speck, a bow-hunter for more than 20 years, was tapped to start up the program just more than two years ago.

?There usually isn?t a lot of money for schools to start new programs, but we got two grants so the school was out very minimal cost to start it up,? he said.

Factors also mentioned by the other coaches ? that it?s a coed sport and that people who may not consider themselves to be athletic can represent their school in a sport ? also appeal to Speck.

The competition builds the student?s confidence, but the final outcome ?boils down to who is hot on that particular day,? Speck said. ?We were very fortunate the past two years to shoot our best score at the state tournament.?

Sixteen-year-old Kelsey Whitten, who will be a senior, has been his top shooter the past two years.

?I like archery because it?s something different,? Whitten said. ?I used to play softball a lot, then tried archery out and really liked it. I practice in my yard out back, make a target and do it until my arm starts hurting. I can?t really get tired of it.?

Whitten says that attitude of wanting to keep practicing and getting better is something she got from Speck.

?I probably wouldn?t be where I am now if the coach didn?t push us,? Whitten said. ?If we would miss practice or something, he?d impress on us how important it was, so I probably wouldn?t have achieved anything without him.?

Soon, though, archery shooters around Northeast Mississippi won?t need to fix a practice place in their own yards like Whitten does.

Bryan Ellis expects to open Mudcreek Archery, an indoor archery center in late June.

?There?s no other archery facility like it around here,? Ellis said. ?We were driving to Michie, Tenn., an hour and 15 minutes, and they only have a small range for one or two people to shoot. It?s nothing like what we?ve got.?

Mudcreek includes moving targets, pop-up targets, the computer simulation game, Techno Hunt, and more. With assistance from the Mississippi Department of Wildlife, Fisheries and Parks, they also will have the same equipment and targets schools use.?

?They have been very helpful to me, providing me with data about the number of shooting licenses they issue and other advice,? Ellis said. ?We?re self-titling it as ?Mississippi?s most advanced indoor archery range.? We?re going to hold non-school-affiliated tournaments that kids can enter so they have a place to go to shoot after school.?

Some youths also are introduced to archery through 4-H programs of the Mississippi State University Extension Service, with Alcorn County 4-H agent Tammy Parker as the district shooting sports coordinator.

?We have about 140 youths from 23 counties in the archery program,? Parker said. ?It has increased over the past several years. Alcorn County has 10 kids, but the only holdback is adult volunteers who will agree to go through the certification training. We could probably have 50 kids if we had enough adult volunteers to work with them.?

Archery in Mississippi Schools is a program supported by the Mississippi Wildlife, Fisheries and Parks Foundation, coordinating the implementation of archery programs in public and private schools.

?This is a continuation of the ongoing effort by the Foundation and the Mississippi Department of Wildlife, Fisheries and Parks to attract Mississippi youth into the out-of-doors and to support Mississippi schools in their effort to improve the physical condition of the youth and to provide youth with a pastime that they can utilize throughout their lives,? the Mississippi Archery In Schools website says.

Program coordinator Waldo Cleland resides in Columbia, and conducts training programs for school archery coaches as well as volunteer coaches.

Davidson retired from Saltillo at the close of school, but is excited about the new shooting facility where he?ll be able to keep using his skills.

?It?s exciting that the new archery complex will be very friendly to the school competition style of shooting, with the kind of bows and targets schools use,? he said. ?Any area student who wants to get in practice outside of school will have a place to go.?
